Mostly it comes down to where you live, not where you're standing. Verification is what opens up everything else, and it's available in most countries — but because of sanctions and licensing rules, not all.
If you're in Afghanistan, Belarus, Cuba, North Korea, Iran, Syria or Ukraine — we're unable to verify you, so the card and other account services aren't available. We're sorry; this isn't something we can make an exception on.
If you're in China, Russia or Venezuela — you can apply, but verification needs extra documents: a valid identity document, plus proof that you live outside that country. It goes to manual review and takes longer than usual, and submitting the documents doesn't guarantee approval.
Everywhere else — you're good to go. Verify, open your card, and spend anywhere Mastercard is accepted.
